Name order[edit]

Is Cho the family name here? The article is sorted in the categories under C and the person is referred to in the text as Cho which makes it look like that is the surname. Then the article should, per Wikipedia:Naming conventions (Korean), be moved to Cho Yanglai and have a hat note like this:
