On the first sitting day of 2020, Duluk expressed regret for several alleged instances of inappropriate behaviour at a parliamentary Christmas party in December 2019. Samuel John Duluk is an Australian politician. He has been a member of the South Australian House of Assembly since 2015, representing Davenport until 2018 and then Waite. He is an independent, but was formerly a Liberal.[1]

Early life

Duluk was born in the Victorian city of Mildura, and is descended from post-war migrants from Poland.[2] He was raised in Adelaide and educated at Marryatville High School, then graduated with a Bachelor of Commerce (Accounting) from the University of Adelaide, working as an accountant in the banking industry. He was state president of the South Australian Young Liberal Movement.[3][dead link]

Parliament

Duluk won Davenport at a 2015 by-election, despite a five percent two-party-preferred swing against him, which turned the historically safe Liberal seat of Davenport in to a marginal one for the first time.[4] After a redistribution transferred most of his constituents to the neighbouring seat of Waite, Duluk opted to contest Waite and won.

Sitting in the Fifty-Fourth Parliament of South Australia, from 5 February 2020 and during the Second Session, Mr Duluk successfully passed several pieces of legislation from the Cross Bench. [5]

The Criminal Law Consolidation (Bushfires) Amendment Bill 2021 raised the maximum criminal punitive sentence for bushfire arsonists from 20 years imprisonment to life imprisonment.

The Statutes Amendment (Strata Schemes) Bill 2021 provides residents in two-party Strata or Community Title contracts with a resolution process when there is a disagreement about a proposed change to the frontage of the property or house.

The Fair Trading (Motor Vehicle Insurer and Repairers) Amendment Bill 2021 prescribes a mandatory Code of Conduct for all parties involved with repair dealings, setting out a maximum penalty of $100,000 for a corporate body and $20,000 for an individual who fails to comply with the provisions. The Code promotes transparency by mandating insurers to disclose to the consumer of the insurance policy any relevant interest held by the insurer in relation to the repairer. The amendment was developed in consultation with the Motor Trade Association to increase consumer choice, transparency and safety across the motor vehicle insurance and repair industry.

During COVID-19 border closures, Mr Duluk also amendment to the Emergency Management Act 2004 to allow travel into or out of the State of South Australia where the travel is for the purpose of escaping domestic violence or providing support to a family member who is experiencing domestic violence, or is otherwise reasonably necessary for the purpose of dealing with circumstances arising out of domestic violence. Between 1 July 2020 and 18 October 2021, 197 individuals entered South Australia escaping a domestic violence situation or assisted someone experiencing domestic violence.

According to Parliament’s records, no other Independent Member of the South Australian House of Assembly has ever passed three or more Bills in one Parliamentary sitting year.

Assault allegations
