Prof. Parashar was a renowned author in English, Hindi and Pahari and was an authority on Parliamentary procedure, Buddhism and on sociopolitical problems of the hilly areas of the country. Prof. Parashar also translated the Buddhist classics: DHAMPADDA, BODHICHARYAVATAARA and SADDHARMAPUNDRIKSUTRA i.e THE LOTUS SUTRA into his native Pahari language. Prof. Parashar also was awarded with a Doctrate for his critical analysis of the BODHICHARYAVATAARA.by the Delhi University.

Prof. Parashar was an ardent follower of Netaji Subash Chandra Bose s ideas and did a lot of work to spread his message to all corners of the country. He had founded a school in his name in his village in Sera Distt. Hamirpur and celebrated his birth anniversary every year. Prof. Narain Chand Parashar was elected to the 5th, 7th and the 8th Lok Sabha(WHO'S WHO of 5th,7th and 8th Lok Sabha).

He was a widely respected and distinguished Member of Parliament and received the BEST PARLIAMENTARIAN AWARD for the year 1987, the award being presented by the then Vice- President of India Dr. Shankar Dayal Sharma. Prof. Parashar remained the Chairman of the Committee on Govt Assurances for four years (1986-89).

Prof. Parashar represented the country several times in international fora, the UNO General Assembly sessions in 1980 and in 1986 (New York), the UNESCO Conference in 1985 and the international conclave to solve the Nicargua problem held in Lisbon were a few of the important sessions he addressed and won wide acclaim for.

Prof. Parashar was the only Congressman to withstand the anti congress waves of 1977 &1990.Subsequent to his landmark win in the 1990 assembly elections Sh. Rajiv Gandhi made him the President of Himachal Pradesh Congress Committee on the 11th of June 1990.He campaigned tirelessly for the revival of the party and it resulted in the return of Congress to power in the state. He won the Nadaun assembly seat again in 1993 and was the Education minister of the state till 1998. His stint at the center stood him in good stead and he used his clout to get various centrally sponsored schemes sanctioned for Himachal, Sanskrit Vidyapeeth at Kaleshwar in Kangra, Kendriya Vidyalayas in Hamirpur and Nadaun. DPEP (Distt. Primary Education Programme), ICDS schemes for various blocks of the state were introduced. In addition the states achievements in the field of education, during his tenure, were acclaimed by none other than Dr. Amratya Sen himself.

Prof. Narain Chand Parashar was born in Ferozepur, Punjab on the 2nd of July 1934 .He was born to Sh. Nand Lal and Smt. Phula Devi of village Sera of the present day Hamirpur district. Prof. Parashar was a brilliant student throughout his academic carrier, he topped the matriculation examination in the erstwhile Kangra, which comprised of the present day Kangra, Hamirpur, Una, Kulu, Lahaul & Spiti districts. He was a merit holder in his BA (Hons) and in his MA (English) and later taught English in the Delhi University. Prof. Parashar was a diploma holder in Chinese, Japanese and Bengali language and also had profound knowledge of German, Tamil and and Panjabi languages.

Linguistic to the core he wanted to develop the Pahari language into one of the strongest pillars of Himachali cultural identity, working tirelessly towards this cause he led a popular movement for the inclusion of Pahari language in the 8th schedule of the constitution, a demand currently under the consideration of Govt. of India.

Prof Parashar worked hard to promote the legacy of himachali leaders and freedom fighters.He wrote the biography of Pahari Gandhi Baba Kanshi Ram,poet and freedom fighter published by publications division Government of India (http://publicationsdivision.nic.in/Eng-Pub/Biographies/EB07.HTM )and was successful in getting a psotage stamp released in his honour by the then Prime Minister of India Mrs.Indira Gandhi in 1983.

Striving for the development of the state of Himachal Pradesh till his last breath Prof. Narain Chand Parashar left for his heavenly abode on the 21st of February 2001.
