On 13 October 2021, a man shot eight people with a bow and arrow at locations in Kongsberg, Viken, Norway, a town about 70 kilometres (43 mi) southwest of the capital city Oslo. Five people were killed and three were injured. A male suspect, a 37-year-old with Danish citizenship, was subsequently taken into custody.

Attack

The attacker is said to have launched the assault inside a supermarket in Kongsberg and then moved over a large area. The police were first notified of an attack at 18:12 CEST.[1][2] The callers reported a person walking around with a bow and arrows in a quiver on his shoulder.[3] Pictures have been published of arrows lodged in walls at the scene.[4]

They first confronted the perpetrator at 18:18, and an arrest was made at 18:47.[5][6][7] The attack spurred a large emergency response including heavily-armed police, more than ten ambulances, and two helicopters. Norwegian police usually patrol unarmed, but were given instructions across the state to arm themselves with rifles.[5]

Victims

The five killed were four women and one man, aged 50 to 70 years.[7] The three people that were wounded did not sustain life-threatening injuries;[8] one of them was an off-duty police officer.[9]

Investigation

The attacker was taken to a police station in Drammen, where his defence lawyer, Fredrik Neumann, said he was questioned for more than three hours and was co-operating with authorities[10] and has confessed to the attack.[11] The Norwegian Police Security Service are investigating whether the incident is related to terrorism.[12]

Perpetrator

The perpetrator is a 37-year-old man with Danish citizenship who was born in Norway to a Norwegian father and a Danish mother and had lived his entire life in the country;[7][13] he was living in Kongsberg at the time of the attack.[14] The perpetrator was known to the police, and is a recent convert to Islam; police had last been in contact with him in 2020 and had been concerned about his possible extremist views.[10] He has several prior criminal convictions for break-ins, cannabis possession and threats against family members.[14]

Aftermath

Norwegian police constables who are usually unarmed were ordered to temporarily carry firearms nationwide after the attack. However, there was no upgrade on the national threat level in the country.[15]
