What's more Three makes use of Carrier-grade NAT, meaning that there are thousands of people behind this specific IP alone. Whilst I understand that this provides ample opportunity for anonymous vandalism, and thus understand why you may choose to block them from editing anonymously, by blocking this entire range from even signing up for accounts you are punishing tens if not hundreds of thousands of people and preventing them from making genuine contributions because of the malicious actions of very few.
