Looks like the starting position for Plakoto (arguably), not Fevga.
For Fevga, the opposing pieces start in diametrically opposed corners. Usually only two men are actually placed on the starting point; the other 13 are "understood" to be there, too (but are in fact held off-board or in the players' hands).
