The United States Fourth Fleet is a major command of the United States Navy in the South Atlantic, operating as a component of the joint US Southern Command and is re-forming as of July 1, 2008 under the command of RADM Joseph D. Kernan, who is currently serving as Commander, Naval Special Warfare Command. It will be based at Mayport Naval Station in Jacksonville, Florida and will be responsible for U.S. Navy ships, aircraft and submarines operating in the Caribbean, and Central and South America.[1]
The Fleet will begin operations again in the summer of 2008, but will not be fully staffed until 2009, in keeping with a manpower study conducted by US Fleet Forces Command. According to the US department of Defence, the Fourth Fleet's aim will be to assist in narcotics interdiction efforts, humanitarian and goodwill interventions, and joint training with regional security partners.[2] This was considered as a threat of war from the US towards Latin America and in Argentina, demonstrations have been organized against the IVth fleet,[3] the government said it was concerned and that it wanted to know what the fleet was actually doing. [4] In Brazil, the senate rejected this reactivation and four went to the US embassy in order to ask for it not to come.[5] In Venezuela, president Chavez considered this a US attempt to frighten South American peoples, [6] cause the fleet was headed by Joseph D. Kernan, a war strategist. Cuban ex-president Fidel Castro has warned that it could be related to the Colombian intervention in Ecuador which had US support.[7]
History
The Fourth Fleet was established in 1943, during World War II, along with the other numbered fleets. The fleet was later absorbed by U.S. Second Fleet and disbanded in 1950.
