Luis is the 85-year old bodyguard and business associate of Anthony Prince. He is of [[Dominican American|Dominican]] decent. He went to juvenile hall for shooting a teacher who felt up his sister. It is revealed that he did a stint in prison as a result of a crime committed with Armando Torres and Henrique Bardas (neither of whom were caught). It was said by Henrique and Armando that Luis was much more slim before he went to prison. When released from prison, he was taken under the wing of Tony Prince, who gave him a job as a bodyguard and manager at his clubs. This has caused him to lose a small amount of respect with his old neighborhood, who view him as somewhat of a downtown yuppie. He has a brother (who condemns him for his extravagant lifestyle) and sister, both of whom are successful working class citizens that live in the suburbs.

"Gay" Tony Prince

Introduced in: "I Luv LC"

Anthony "Gay Tony" Prince is the owner of Hercules and Maisontte 9, the hottest gay and straight nightclubs in Liberty City. His days on top have passed, as he is in debt to several individuals throughout the city. He relies mostly on his bodyguard, Luis, to settle these debts by doing favors for those he owes money to. He is also a drug addict, regularly abusing cocaine and prescription medication, which he is supplied with by his boyfriend Evan Moss.

Gay Tony is voiced by D.B. Cooper.

Yusuf Amir

Introduced in: "I Luv LC"

Yusuf Amir (Arabic: يوسف عمير) is an Emirati billionaire property developer in Liberty City and business partner/friend of Luis Lopez. He owns several high end properties in Liberty City and has plans to eventually buy the whole city. He is obessesed with material things, and goes to great lengths in attempts to impress his father (a successful, yet humble, businessman who is disappointed by his son's crass materialism). He frequently has his personal possessions gold-plated (such as an Uzi, cell phone, car, and helicopter). He also uses racial slurs quite liberally, to Luis' discontent. His favourite song, 'Arab Money' is usually playing during every cutscene within his apartment. Also in his apartment, you can see the credits for Grand Theft Auto IV playing on his TV screen. Yusuf Amir is voiced by Omid Djalili.

Rocco Pelosi

Introduced in: "I Luv LC"

Can Be Killed in: "Departure Time"

Rocco Pelosi is an enforcer for the Ancelotti Crime Family to whom Gay Tony owes money. He often works with an older gangster named Uncle Vince. Luis believes Rocco is a wannabe who is "out of [his] league." Rocco orders Tony and Luis to do criminal favors for him to lessen the debt, but he only allows a little to be erased and constantly puts the squeeze on Tony. This drives Tony to purchase smuggled diamonds in hopes of paying off the Ancelottis, but it only attracts unwanted attention from other criminals that leads to Gracie Ancelotti's kidnapping. A furious Don Giovanni Ancelotti blames Rocco for coming down too hard on Tony, and he is further angered when powerful Russian mobster Ray Bulgarin claims the diamonds are rightfully his and that he plans to eliminate whoever was involved in the circumstances leading to their purchase. A desperate Rocco contacts Luis and asks him to kill Tony, as presenting the Don with a body would appease everyone and it would give Luis control of the clubs. Luis ultimately sides with Tony and kills Rocco's bodyguard, Vince. Rocco is spared because he is a made man.

Rocco Pelosi is voiced by Greg Siff.

Rodislav Bulgarin

Introduced in: "Boulevard Baby"

Killed in: "Departure Time"

Rodislav "Ray" Bulgarin (Russian: Родислав "Рэй" Булгарин) is the main antagonist of the game. He is a wealthy Russian mobster who recruits Luis for work. He constantly belittles both Luis and Tony (referring to him as a "fag" when talking to Luis). He is a collector of both music and sports memoribilia, even going as far as to purchase the pro hockey team in Liberty City. He also enjoys jam sessions with his loyal and crude henchman, Timur. In the final mission, "Departure Time", Timur is killed by Luis in Hove Beach while overseeing a major heroin shipment, and Bulgarin is killed by Luis later on his jet, the Blue Gabwar, which explodes after Bulgarin's grenade detonates, Luis escapes via parachute unscathed though.

Ray Bulgarin is voiced by Vitali Baganov.

Mori Kibbutz

Introduced in: "Kibbutz Number One"

Mori Kibbutz is a business entrepreneur and older brother to Brucie Kibbutz. Tony owes money to Mori and is unable to pay off his debts monetarily, forcing Luis to do work for Mori to pay off this debt. Mori is extremely condescending to his younger brother because of his own looks, intellect, and success. Mori claims to have gained his muscle naturally (whereas Brucie takes steroids), is said to have been accepted into two Ivy League schools, served in the Israel Defense Forces, and has made investments that have made him very wealthy. He is also an adrenaline junkie (going as far as to call the cops on himself during a race just to "make it more interesting") and his behaviour pisses off Luis and Brucie, eventually pushing Brucie over the edge. Brucie breaks Mori's nose, which gives Brucie a new sense of empowerment as well as killing Mori's ego.

Brucie Kibbutz

Introduced in: "Kibbutz Number One"

Brucie Kibbutz is a character also featured in GTA IV, who acts as one of Niko Bellic's employers. In The Ballad of Gay Tony, Brucie is revealed to have an older brother, Mori. Mori always picks on Brucie which is the cause of Brucie's wild lifestyle, and steroid abuse. In Mori's final mission, "No. 3". Brucie gets mad and punches Mori in the nose, breaking it. Before breaking Mori's nose, Brucie does a kung-fu like act, but does while sounding a bit hyper. Brucie is also seen dancing with Roman Bellic and two women in Maisonette 9. It is implied that Brucie is a closet homosexual, after he attempts to kiss Luis, before hastily covering his tracks.

Armando Torres

Introduced in: "I Luv LC"

Armando Torres is a street-level drug dealer and childhood friend of Luis. He employs his other childhood friend, Henrique Bardas, as his bodyguard, and hopes to one day form his own drug distribution ring. He can be called upon to sell Luis weapons from the back of his SUV.

Armando Torres is voiced by Jaime Fernandez.

Henrique Bardas

Introduced in: "I Luv LC"

Henrique Bardas is a partner of Armando Torres and a childhood friend of Luis. Henrique is the muscle of the crew, while Armando is the brains. He can be called upon to deliver vehicles to Luis. Henrique's IQ is said to be only 76, and as a result he has never been able to land a legitimate job, forcing him to turn to crime to support himself.

Minor Characters

Adriana Yanira Lopez

Introduced in: "Momma's Boy"

Adriana Lopez is the mother of the game's protagonist, Luis Lopez. Luis is the only one of her three children who stayed in Liberty City, and as a result, it falls to him to assist his mother with her problems, which include a large debt to the loan shark Mr. Santo.

Gracie Ancelotti

Introduced in: "Blog This!"

Gracie Ancelotti is the daughter of the Ancelotti Crime Family Don Giovanni Ancelotti. She is friends with Gay Tony and hangs out with him on a regular basis. It is insinuated that she may be responible for Tony's cocaine addiction. She is friendly to Luis and seems somewhat insulted that he doesn't hit on her. She is kidnapped by Niko Bellic as ransom for the diamonds. After Tony and Luis rescue Gracie and don't attempt to kill Niko Bellic and Packie McReary in revenge for the kidnapping, she gets in a rage and Luis knocks her unconscious, after that Luis has nothing to do with her again.

Mr. Santo

Introduced/Can be killed in: "Momma's Boy"

Mr. Santo is a loan shark whom Luis' mother owes money to. He is quite respectful to Mrs. Lopez but tells Luis (in private) that he would have burned down her house already if she wasn't so friendly. He forces Luis to compete in an organized fighting ring in order to pay off his mother's debts. He remains friendly with Mrs. Lopez even after her debts are paid off, going as far as to help her with her shopping. If Luis doesn't take a dive in the final fighting match, Mr. Santo furiously tells Luis that he'll burn his mother's house down, so Luis kills Mr. Santo.

Evan Moss

Introduced in: "Bang Bang"

Killed during: "Frosting On The Cake"

Evan Moss is the boyfriend of nightclub owner Gay Tony. He is disliked by Luis because he believes that Evan is responsible for Tony's drug problem. He is killed by Johnny Klebitz after the botched diamond deal.

Dessie

Introduced in: "I Luv LC"

Dessie is the doorman of Tony Prince's nightclub, Maisonette 9.

Joni

Joni is the security manager at Maisonette 9. She guides Luis when he works his club manager job. After the player completes a certain amount of club management tasks, she calls him into the security room and offers Luis sexual favors.

Troy

Introduced in: "I Luv LC"

Troy is the doorman at Tony's gay club, Hercules. He often asks Luis to talk to Tony about moving him to a position at Maisonette 9, as working at a gay club hurts his chances with women. He later reveals to Luis that a local TV station is getting ready to shoot a reality TV show documenting his everyday life after their previous subject went missing.

Niko Bellic

Introduced in: "I Luv LC"

Niko Bellic is the protagonist of GTA IV and appears on three occasions, the Museum Diamond Deal, the Bank Job with the McReary Brothers, and the Diamond/Gracie Ancelotti Exchange. In the bank job at the beginning of the DLC, it is revealed that the suit Niko really wore to the Bank Job was the Grey Suit with the Blueish Striped Tie, which can be bought in Perseus in GTA IV. In the game opening, he and the McReary Brothers are seen driving a car, which is stopped by Luis when he goes to cross the street.

Johnny Klebitz

Introduced in: "I Luv LC"

Johnny Klebitz is the protagonist of The Lost and Damned and is Vice-President of the Lost Brotherhood. Johnny is seen on three occasions; first, he is seen riding his Custom Hexer by Chinatown near the robbed bank, second, at the first diamond deal between the chef and Tony, and third, at the museum diamond deal. He still wears the outfit worn in The Lost and Damned.

Billy Grey

Introduced in: "Chinese Takeout"

Billy Grey is the President of the Lost Brotherhood in Alderney. It is revealed in "Chinese Takeout" that Billy Grey had arranged a deal with the Triads to kill Johnny Klebitz and Jim Fitzgerald during a drug deal.

Packie McReary

Introduced in: "I Luv LC"

Packie McReary is a leading member of the Irish Mob and an employer and friend of Niko Bellic. He is first seen during the Bank Job, then at the Diamond/Gracie Ancelotti Exchange on Charge Island, after being followed by Luis and Tony in a helicopter. In the end credits there is a scene of Packie heading into the airport and later a scene of a plane leaving, alleging that Packie McReary has finally decided to leave Liberty City after never stepping outside the city limits before.

Timur

Introduced in: "Going Deep"

Killed in: "Depature Time"

Timur (Russian: Тимур) is the right-hand man of Ray Bulgarin. He is seen playing the guitar in some cutscenes for Bulgarin's missions. He is always serious. He also pays Luis Lopez to parachute and land on a building to kill a Marko Ashvilli, the owner of the Liberty City Rampage Hockey Team. He is killed in Hove Beach, after Luis destroys the heroin shipment. He mentions that Bulagrin is leaving Liberty City in two hours. After Luis kills him, he goes after Bulgarin.

Marki Ashvilli

Introduced/Killed in: "Dropping In..."

Marki Ashvilli is the owner of the Liberty City Rampage hockey team. He refuses to sell the team to Bulgarin, so Bulgarin hires Luis to kill him. He is knocked through the window of a high rise board meeting room, killing him and allowing Bulgarin to purchase the team. He is Russian, but his name suggests he is of Georgian descent.

Frickie Van Hardenburg

Introduced/Killed in: "Sexy Time"

Frickie Van Hardenburg is an Afrikaner South African trafficker of arms, drugs and human beings. He was killed on his yacht by Luis Lopez, on the orders of Yusuf Amir who simply wanted his Buzzard, an extremely powerful attack helicopter. Luis stole the helicopter and used it to destroy the yacht, killing everyone on board.

The Cook

Introduced in: "Frosting On The Cake"

Killed before: "In The Crosshairs"

The Cook is the head chef for The Platypus, the ship Niko Bellic arrived in Liberty City on. The Cook has acquired an assortment of rough diamonds (which are later revealed to have been stolen from Bulgarin) and plans to sell them to 'Gay' Tony Prince. The diamond deal is botched, however, by Johnny Klebitz and members of The Lost MC. The diamonds are taken by Johnny after gunning down Evan Moss, 'Gay' Tony's boyfriend, who made off with them. Bulgarin later finds and beheads The Cook as revenge for stealing his diamonds (and as an attempt to intimidate Luis and 'Gay' Tony).

Vince

Introduced in: "I Luv LC"

Killed in: "Party's Over"

Vince is the apparent uncle of Rocco Pelosi. He is killed by Luis when he hands Luis a gun to kill 'Gay' Tony, but Luis shoots him right in the forehead. Luis claims he had "second thoughts".
