Autochthony writes - A citation is needed for the Tory Party not actually electing a leader, back in 1963. I suggest the excellent Private Eye article - 'The Taking of the Soundings', published at about the time of the elevation of Alec Douglas-Home in - I think - autumn 1963. The article begins something like - 'Unlike such new-fangled bodies as the College of Cardinals the Conservative Party does not elect a new leader. What it does do is difficult to say.'
