Claim that picture is not free

Rather than revert the removal of picture again, I'm asking for evidence that it is not free to use. When I click on the picture I'm taken to its page, which indicates that it is licensed for use in the various Wikimedia sites. Can the IP who has removed it twice please explain? Non-admin closure
