The movie starts with two FBI agents monitoring a warehouse through surveillance. As a man walks out of the door, he is approached by an assassin from behind who slits his throat and escapes. Detecting this indecent, the agents rush to the scene. However, they could not identify the assassin as he committed the murder in a darkness. CIA agents arrive on the scene and take charge. Former operative Paul Shepherdson (Gere) is living a secluded life in retirement. He is summoned by CIA director Tom Highland (Sheen) to look into the murder. He is introduced to a young agent FBI Ben Geary (Topher Grace) who is an expert on a former Soviet operative Cassius, who Geary predicts to have committed to present crime due to his signature throat slitting method.
A retired CIA operative is paired with a young FBI agent to unravel the mystery of a senator's murder, with all signs pointing to a Soviet assassin.
Hasty at first, Paul and Ben eventually get along as partners. They visit one of Cassius' proteges who had been locked up in jail to learn the whereabouts of Cassius. After an unsuccessful attempt, they provide him a radio and leave. The prisoner swallows the battery from the radio and fakes a
stomach upset. Upon taking him to the hospital, he spits out the batteries and escapes. In the basement car park, he is attacked by Paul, who reveals himself to be Cassius. Cassius slits his throat and quickly leaves. As the days progress, Ben grows suspicious of Paul and starts to question the depth of insight Paul possess about Cassius. Meanwhile, a Russian terrorist and murderer Boz has made his way into the US through the Mexico border with evil intentions.
As the investigation deepens, Paul warns Ben to pull out due to potential harm that may come to his family. By now, Ben who has become obsessed with the idea that Paul is Cassius starts his own parallel investigation to uncover the truth. Meanwhile, Paul tries to unsuccessfully contact Boz in a factory where he escapes after an intense firefight. Ben examines another throat slit murder of Boz's associate at the same site and is now convinced that Paul is Cassius.
Back in his office, Ben pieces together the events of Paul's life and uncovers that not only is Paul really Cassius, but also that he is systematically murdering the people involved in the death of his wife and child and that BOZ was the assassin. Meanwhile, Paul has tracked down Boz to a mining plant and heads off for a final confrontation. Ben who learns of Paul's location after contacting him also arrives at the scene. Upon being confronted with the evidence, Paul confesses to everything and convinces Ben that Boz is the real threat. Together they hunt down Boz who attacks Paul. In the ensuing struggle, a mortally wounded Paul kills Boz by strangling him with his concealed garotte wire and later succumbs to his own injuries. Ben, the only witness narrates the indecent to the superiors and claims that Boz was Cassius (after placing the garotte concealed watch on Boz' wrist), thus securing Paul's reputation and recognizing his heroism. As Ben departs, he is offered a job in the CIA by director Highland, which he says he'll think about.
