The European University for Tourism applies the communication COM (2007) 621 on 19th October 2007 “Agenda for a sustainable and competitive European tourism” of the European Commission and uses the scientific cooperation and applied research and didactics of the following universities: |

Memorandums of Understanding with European and Mediterranean Universities, which have specific competences and clear experiences in the field of tourism, are in progress. |
|||
Tourism is a key driver for cultural, economic and social cohesion and its capacity for growth and expansion is potentially elevated for the specificity of the tourism product that consists of a set of goods and services offered by a variety of different subjects held together the market: manufacturers, distributors and brokers. But, whereas in the past the boundaries between the different categories of the market were very clear, the vertical and horizontal integration occurred in recent years, has made today these boundaries much more blurred. |
|||
It should be stressed here that the tourism expenditure produces both direct and indirect benefits. Among the first there are certainly economic benefits for hotels, restaurants, bars, amusement parks, beach services, and so on, that is for the companies that interface directly with visitors and customers. But, as many operators are not self-sufficient in organizing its offer and, in most cases, should enable a supply chain, and are involved in other sectors such as agriculture, construction, manufacturing, crafts (even artistic) , services, etc. The sum of the two benefits creates a strong acceleration of the local income multiplier and a high relapse employment, both in itself and in the wider sector. |
|||
The main operative scope of the European University for Tourism is to become the most advanced Euro-Mediterranean pole in the cultural, scientific and formative aspect in the sector of tourism. This university is characterised by high quality on the scientific and didactic production guaranteeing the quality of the didactic offer and from the scientific, experimental and cultural activities that are organized with the participation of 92 European professors and 26 professors from the Balkans. |
|||
Their task is to analyze the critics that create an obstacle to the real efficiency of the system of small enterprises in Europe and the Mediterranean, referring in particular in the branch of tourism, to the new tourist, his interests, his ability to travel independently, not organized by the tourism logic that prosecutes the mass. |
|||
It is lacking, on the other hand, the availability of data and information about the tourist on the unstructured offer of the regions in late development, provided by non-vertically integrated (tour operators, airlines, etc.), all this especially concerns not the amount of data and information, as their organic nature, reliability and quality. They are in fact disclosed in generic form and fragmented, disseminated by a variety of subjects in various ways in which operators are offering the different tourist destinations. The same data is also often presented in a disorganized and unsystematic way in a rudimentary statistical form. |
|||
It is the problem of information confidence, for example, in the case of financial transactions related to the acquisition of tourist products offered, gains a fundamental importance: considering fluctuations of the tourist market in general, characterized by cycles in which the dominant is endogenous in an interaction between specific offer and demand, but also on the outer part of the system, it is clearly shown the difference between local potentiality, segmentation of the demand and effective offer. |
|||
There is no effort in seeing the touristic offer as a segment of an integrated local network including other central sectors in the development of the territory, such as agro-food, cultural properties, and qualitative crafts: tourist offer remains in the majority of cases, free and autonomous compared to the local production context, putting this way a barrier to all the possible synergies. Not yet it is known another effort on the integrity of different components of the product such as to allow the creation of a tourist offer in full and to respond fully to the specific requirements of different segments of international tourism demand. |
|||
So as to be defined as tourism, from the territorial marketing standpoint, it is necessary for example, that the cultural wealth is being recognized, used and then become a component of a product. Only in this way it will be possible for all the possible synergies that will lead to a global increase of the national productive system. In other words, for a visible touristic assessment of the area, it is essential, for example, that the management of cultural activities takes a leading role in the local development programs, under a tourism marketing perspective that should be fully integrated with other productive activities. |
|||
The main scope of the creation of European University for Tourism is to stress this new paradigm of reference for the European and the Mediterranean regions that see in sustainable tourism the central sector for the local development. |
|||
Being supported from the European Commission (either directly or indirectly) and from the typical methodologies of the project management, European University for Tourism aims to develop a network system fully renovated so as to meet the effective integrity between the demands of the client -modern tourist and the offer of the different productive segments of the local system, the tourism sector in a close approach, in the agro-food industry, the cultural properties, qualitative crafts. |
|||
The main final objective of the European University for Tourism is the formation of the necessary professional skills in creating a network for the local development of European and Mediterranean regions in order to integrate and highlight possible synergies between touristic usage of the territory, the cultural production, the evaluation and the promotion of small enterprises operating in attractive sectors for the territory. |
|||
In this scenario, small enterprises belonging to different sectors that combine into a network system, will agree and adopt a protocol of production, and will guarantee quality and reliability of other enterprises and the network system as a whole. |
|||
Consequently the main goals of the European University for Tourism are composed by the following objectives: |
|||
* definition of a model in the collection, elaboration and treatment of the expectations and the needs of the current and potential tourist, of his interests and opportunities; |
|||
* definition of a model in the collection, elaboration and treatment of complete information about the offer, with reference to the different sectors noted above; information must have a sole source, be co-validated and certified, clearly identifiable, dated and in the communication media utilised; |
|||
* definition of the terms by which the potential clients can benefit from all components created by the network system; |
|||
* definition and development of a production protocol that the enterprises of different sectors will have to accept and share in order to participate in the network system; |
|||
* setting up of technological interfaces connecting supply and demand (website, multimedia magazine). |
|||
That’s why the European University for Tourism aims to treat the matter of tourism not only at the level of “enterprise” but also at the level of “destination”, seen as a complex of enterprises offering their tourist product inside a territorial, environmental, social, and cultural context that in most of cases represents the real “justifying element” of tourist experience. |
|||
One of the qualifying aspects of the European University for Tourism is the equivalence of qualifications with the European partner universities that will allow the issue of a joint study. |
|||
Didactic contents of the branches at the European University for Tourism, in the context of a formative project that has its theoretical and applicative focus in the host culture, the element that gives the true value of a mature destination, making indirect reference to the following themes: |
|||
* economy; |
|||
* sociology and psychological aspects of motivation; |
|||
* management; |
|||
* marketing; |
|||
* communication; |
|||
* new technologies of the information society |
|||
With such a training approach, the European University for Tourism aims to allow students to acquire theoretical and practical tools and competences enabling them to answer, in a correlated sequence, the following questions: |

-Is it convenient to make tourism? How, when, why and who gains (or loses) in tourism? |
|||
-What type of tourist is convenient “to catch”? How tourism has changed in society and in the tourist’s mind: who, how, and why a holiday is taken (make tourism)? |
|||
-How to plan, carry out, manage, and monitor tourism? |
|||
-What are the approaches, techniques and tools to communicate and sell tourism? |
|||
-How to welcome, care for and make a tourist stay? |
|||
A qualifying aspect of the activity of the European University for Tourism is the equality of the titles with the other universities partner that would allow the issuing of a common study title. |
|||
On 29 Spetember 2008, European University for Tourism organized at Hotel Tirana International the First International Conference : “Sustainable Tourism and local development in Albania, the cooperation of the European universities, for investment in human capital, a strategic resource for the development.” in which there was the Ministry of Tourism in Albania Ylli Pango, the Ministry of Internal Affairs Bujar Nishani, The former Minister of Tourism Bujar Dervishi, the former Minister of Economy Arben Malaj, representatives of all the European universities that have a Memorandum of Understanding with the European University for Tourism, tour operators in the Balkans, press, opinion leaders, and representatives of the civil society. The conference sessions were closed by Dr. Franco Iannello, director of the tourism branch in the European Commission. |

On the 14 November 2008, in the presence of the Vice/Minister for the universities and the research field, Adriana Gjoni, and Dr.Luigi Brusa from the European Union Delegation in Tirana, European University for Tourism has inaugurated its first-year academic year activating the Diploma of the First Level and the Master of the First Level that started on the same date in Tirana: |

Italy has always been one of major trading partners in Albania and in particular this partnership covers the regions of Veneto, Friuli Venezia Giulia, Marche and Puglia, despite the flow of Italian investment is limited and concentrates mainly in Croatia, Romania and Bulgaria . |
|||
The interest in the Balkans is very strong and Italy is among the top donors. |
|||
There are various measures for cooperation policies, among which the program Interreg III A. Crucial was the Stability Pact for South Eastern Europe in 1999 that raised the Adriatic Ionian Initiative (AII), conceived and promoted by Italy. |
|||
In particular, the European funds for the creation and development of the Adriatic Cross-border partnerships, including the IPA Adriatic, could be an important incentive for the creation of networks of economic, cultural and social. |
|||
The European University for Tourism is proposed as a strategic partner for the development of industrial sites and limited market penetration of Italian quality products in the Albanian market. |
|||
CREATION OF PRACTICAL LABORATORIES |
|||
To make more evident the desire to have a practical effect in this area, the European University for Tourism has signed special cooperation agreements with the region of Fier, the Prefecture and the Municipality of Fier for the creation of two testing laboratory, one of the use and management of cultural heritage in the Apollonia Archaeological Park and one on the promotion and management of natural heritage in the nature park Divjaka, where students of the European University for Tourism led by their teachers apply development methodologies for sustainable tourism in those local contexts. EVALUATION OF CONTEMPORARY CULTURE |
|||
By pursuing the goals of attracting young people to cultural heritage and improve the image of Albania abroad privileging the contemporary artistic production, the European University for Tourism, sponsored by the Ministry of Tourism, Culture, Youth and Sport and in collaboration with the Festival of the Balkans, organized the Prize "Albania is Culture" which saw the young Albanians who had passed the regional selections offer their expressive skills in music, dance, sculpture, painting, Albanian film to the public agreed on the 6, 7, 8 and 9 May 2010 at Apollonia and an international jury that awarded the best artists that will participate in an international tour in Europe to promote Albanian contemporary culture abroad. |
|||
The event was attended by young talents from all over Albania which have promoted their skills in the field of music, dance, visual arts, sculpture, painting, photography and video clips. The winner was named "Ambassador of Albanian Contemporary Culture" for 2010 and will be able to make a tour in several European capitals and cities and finally be concluded in Brussels. |
|||
The objective of this initiative is to promote the approach of young Albanian cultural heritage and presenting the contemporary culture of this country, a key element of the process of identity, a positive image abroad for credit in Albania and to attract greater number of tourists. |
|||
The European University for Tourism has also created the project for the establishment of the body of the "Tourist Police" which aims to organize specific training courses to create a special group of police equipped with adequate skills in tourism services to assist tourists visiting Albania and to ensure their safety. The Tourist Police has a strategic role: to protect the tourists, so they can enjoy the hospitality, nature and culture that this country offers, and provides information and assistance; working with local government that deal with tourism, responsible for the implementation of tourism laws in force. |

PROMOTION OF INDEPENDENT WORK |
|||
One of the objectives of the European University for Tourism is to promote the independent work of its students. For this reason, there has been conducted in Tirana an "incubator of ideas renovation in the field of tourism", where the university students and those of the master can work on their projects by relying on the competences and the experience of the professors at the European University for Tourism, and the partner universities. |
|||
The European University for Tourism then began operational testing of the "Marco Polo in Albania" that includes the implementation of an integrated communication system between web and print magazine with the aim to provide constantly updated information on the international market ' Albania through asymmetric communication, while the web will be updated in 5 languages, the magazine will be published once in three months in Albanian and in English and will help the Albanian tourism thank to the distribution in Albania and abroad. |

On November 2, 2009, our University started the second academic year. The ceremony of the opening day had many guests, there were the well known personalities as the Vice/ Prime Minister of the Republic of Albania, Mr. Ilir Meta; the Minister of Tourism, Culture and Sports, Mr. Ferdinand Xhaferri, Rector of the University of Tirana, Prof. Dr. Dhori Kule, the Mayor of Lezha Viktor Tushaj, different representatives of the local entities, touristic operators. |

European University for Tourism has been commissioned to prepare the Master plan for tourism in Lezhe. |
|||
The initiative is among the activities that the University is leading to a concrete contribution to the development of sustainable tourism in Albania, supporting the work of public administrations in the identification and implementation of the most modern tourism policies. 12 University professors are working on the project European Tourism with special expertise in statistics, marketing, economics, tourism policy, econometrics, spatial planning, destination management, human resources management, sustainable development and management of tourism services. |

The Foundation for the European University for Tourism has decided to establish a Centre of Vocational Training so as to help the improvement of the quality of services to tourists in hotels, restaurants, service agencies for tourism in Albania. The Centre relies on the skills of European professors that have specific theoretical and practical experience in different sectors of tourism which will operate together with an Albanian professional that will also serve as a translator as well. There are three levels of courses, the first one for young people who want to take practical competencies that can use them immediately in the labor market, the second for all those working in this sector that want to improve the competencies; the third for those responsible for different services such as hotels, restaurants, travel agencies and companies of tourist services. |

The academic year 2010/2011 began on November 1 with a ceremony at the National History Museum in Tirana with the participation of all university students, their families, the press and stakeholders for tourism into Albania. All students have signed a code of ethics governing the ways of teaching and participation in defining the conduct to be followed during the various stages of university life and during the activity of stages that take place at the end of the third year in Europe from June 15 to September 15, 2011. |

On May 30, 2011, the European University for Tourism has organized the third edition of the International Conference "Sustainable tourism and local development: resources, strategies and policies for Albania, as part of the European Union" which took place in the Conference Room at the National Historic Museum in Tirana, in the centre Skenderbej Square. It was an opportunity to review the evolution of Albanian tourism and critically examine the proposed new law for the regulation of tourism enterprises, despite 7 months of the technical work commissioned by the Ministry of Tourism, which had represented the urgent need to adequately standardize the industry, has completed its work poorly. |

The parties present, beginning with the President of the ATA, Enver Mehmeti stated that there is a need to have the urge to regulate in a transparent tourism in Albania and bridge the gap that still separates him from the European market. |

At the closing of the Conference has been approved the Memorandum of Understanding for the creation of the Route of Ancient Places of Entertainment, which will see participation of 901 ancient theaters reviewed by the Council of Europe in the Euro-Mediterranean Partnership. |

The fourth academic year of the European University for Tourism was launched on November 1, 2011 with a simple ceremony in the Great Hall which was attended by authorities, students' families, students and the Albanian press. |

The European University for Tourism was chosen by the Ministry of Tourism, Culture, Youth and Sports of the Republic of Albania - Direction for Travel Services - as a scientific partner for the project TUR GRATE 2 funded by the Program of Cooperation IPA Adriatic Cross-border. |
|||
The University has made the production protocols for each component of the tourist Albania on the basis of criteria defined by HOTREC, the European Association of Hotels, Restaurants and Cafes with the system Hotelstars.com. |
|||
The questionnaires were administered during July, August and September 2011 at the airport in Tirana and Albania in the region and allowed the construction of the first qualitative analysis of tourism in Albania. The data will be stored in a database that will allow international tour operators to know the technical characteristics of each asset, the Albanian tourist who agreed to participate in the initiative. |

INTERNATIONAL ACTIVITIES |

The activities of the European University for Tourism are not limited only in Albania or the Balkans: the Giambattista Vico Foundation and the Municipality of Capaccio Paestum asked the European University for Tourism to open a branch in Italy, putting at its disposal the Grand Tour Museum. It will start in the academic year 2008-2009 a Second Level Master in Sustainable Tourism, opened by the Second University of Naples in collaboration with the European University for Tourism and other universities which have signed Memorandums of Understanding. |

After this first experience, European University for Tourism has decided to open an Italian subsidiary and has promoted the creation of other subsidiaries in Rome, Florence, Naples and Bari. |
|||
It is not only Italy which will benefit from the competencies and experiences of the European University for Tourism: in Marrakech, Morocco, the rising demand of tourism and opening of such structures obligate entrepreneurs and the Public Administrations of Tourism at all levels to invest in Human Recourses to support the rising quality of this field, which concentrates more on the local economy. The European University for Tourism is examining the possibility to open its branch in Morocco, participating in sustainable tourism development. |

In Japan, H.I.S. group which operates in tourism and finance sectors, have projected the creation of a university dedicated to sustainable tourism in Tokyo and asked to the European University for Tourism to undersign a Memorandum of Understanding in scientific research and teaching. |
|||
Another Mediterranean country on which the European University for Tourism is concentrating his attention is Egypt, for his outstanding cultural and natural heritage and the importance that tourism plays in the economy. |
