Buggy can refer to various types of carts:

a dune buggy or swamp buggy;
a kite buggy;
a shopping cart (Southern American English);
a form of baby transport also called a pushchair (British English) or stroller (American English); or
a lightweight carriage, as in horse and buggy.
Buggy is a common name for the Sweepstakes Races, a student run event much like a cross between soapbox derby and a relay race, practiced at Carnegie Mellon University in Pittsburgh, PA.

As an adjective, it means infested with bugs, either literally or figuratively, as in computer bugs.

Buggy the Clown is an antagonist in the One Piece manga/anime series.

Origin

The word Buggy originated in the year 2005. It is a combination of the word Buddy, and the word Huggy. An internet celebrity named Hughy often had his name mistakenly pronounced as Huggy. Arya frequently greeted Hughy by screaming Huggy in a loud Yogi Bear voice whenever Hughy joined the ventrilo server they used to talk on. The tone of this greeting was similar to the tone in which Anton used to say the word Buddy. On a cold winter morning, Hughy joined the ventrilo server as usual, however, to his surprise he was not greeted with the Yogi Bear-ish Huggy, he was instead greeted with a Yogi Bear-ish sounding Buggy. The rest, as you may have guessed, is history.
