The increasing number of illegal immigrants living within the borders of the United States has also placed an increased strain on the Public Health Preparedness and Emergency Management systems. It is impossible for organizations within the Department of Homeland Security, (DHS) such as the Federal Emergency Management Agency, (FEMA) to accurately prepare for a disaster if a significant portion of the affected area’s population is undocumented, and therefore unaccounted for.
