A referendum to decide whether or not Greece is to accept the fiscal measures proposed by the European Union (EU), the International Monetary Fund (IMF) and the European Central Bank (ECB) will take place on 5 July 2015[1] The referendum was announced by the Greek prime minister Alexis Tsipras in the early morning of 27 June 2015 and ratified by the parliament the next day.

More specifically, people will have to approve or not the proposal made to Greece by the EU, the IMF and the ECB during the Eurogroup of June 25. The proposal consists of two documents, titled Reforms for the completion of the Current Program and Beyond[2] [3] [4]and Preliminary Debt sustainability analysis.[5][6] The question will contain two choices stated as "Those citizens that reject the proposal of the three institutions vote 'Not approved/No'" and "Those citizens that agree with the proposal of the three institutions vote 'Approved/Yes'".[6][7]

In his initial address, Tsipras himself without making his position clear insinuated that the Greek people should vote "no". Immediately afterwards all other ministers clearly supported a "no" vote. The ANEL party, which is in the government coalition, supports a "no" vote. The far-right Golden Dawn also called for a "no" vote.[8]

Evangelos Venizelos from PASOK, as well as To Potami, KIDISO and New Democracy parties said that the referendum is unconstitutional because the Constitution does not allow for referendums on fiscal matters.[9] The Constitution, however, provides for two procedures, one for 'crucial national matters' (first clause) and a second for 'Bills passed by Parliament regulating important social matters, with the exception of the fiscal ones' (second clause)[10] and the referendum is done according to the first clause.[6] KKE is against both proposals and said that it will try to change the question of the referendum, so people can vote not only against the proposal of the institutions but also against the proposal of the Greek government.[11]

In the named voting that took place in the early hours of 28 June 2015 in the Greek parliament in order to vote on whether a referendum would be held or not, 178 MPs voted for holding the referendum and 120 against. The MPs of Golden Dawn lined up with the government coalition of Syriza and ANEL, totalling the "Yes" votes at 178: 149 from Syriza, 13 from ANEL and 14 from Golden Dawn. All the other parties voted against the referendum, with two MPs not voting at all.
