The reason Shining Time Station, which was a PBS & Nick Jr show, aired on Playhouse Disney. First is that they bought it from PBS in 2000 Aired On Nick Jr. 2nd It Was Bought From Nick Jr. It is produced by WNET, which is New York's local PBS station. Nick Jr Is Owned By Nick In New York. Playhouse Disney. is owned by Disney Channel, which is also located in New York, so it didn't take long for it to get shipped.

Playhouse Disney in Australia and New Zealand
Since mid-2006, Playhouse Disney Channel was launched on pay television in Australia and New Zealand. The channel is broadcast 24 hours a day, every day, showing some of the above-listed programs. Before Playhouse Disney Channel, Playhouse Disney was shown on Disney Channel Australia from about 9am to 3pm weekdays, and weekend mornings until about 10am.
