No. You can not make an article so that one person can edit it. This is an encyclopedia, not a personal website, so you cannot have an article about yourself in any place other than your user page, unless you can show that you have done something important enough to be in an encyclopedia. On your user page, it is considered impolite for someone besides the user to edit it without permission, and you are allowed to revert edits not by you, so you can put pictures, information about yourself or almost whatever you want on it.
