The Philippines' Cotton Development Administration (Template:Lang-fil, abbreviated as CODA), is an agency of the Philippine government under the Department of Agriculture responsible for undertaking initiatives that will spur the growth of the local cotton industry through cotton research, development and extension.

History

Recognizing the importance of cotton in the economy of the country, Republic Act 8486 otherwise known as the Cotton Industry Development Act of 1998 created the Cotton Development Administration (CODA) on February 11, 1998. The new cotton agency emerged from the fusion of the two cotton agencies of the government - erstwhile Philippine Cotton Corporation and the Cotton Development Institute. CODA is the sole agency of the government tasked to undertake initiatives that will spur the growth of the local cotton industry through cotton research, development and extension.

As an agency, CODA is attached to the Philippines' agriculture department, but fully autonomous in terms of its organization and management.

Operating nationwide, the cotton agency maintains its head office in Metro Manila that houses the Office of the Administrator, and the four divisions, namely: Finance, Administration, Planning, and Technical Services. It also has a Research Center based in Batac, Ilocos Norte, and three Field Operations Centers spread in Luzon, Visayas, and Mindanao.
