The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. Do you know how to block their IP address? If the Running Man wiki page becomes semi-protected then only wiki users can edit the page. But only admins can protect the page :( and I’m not sure if that person’s vandalism is serious enough to warrant that since he is just changing the name order.
