The Art of Sanctions: A View from the Field is a 2017 book written by Richard Nephew. [1][2] Nephew discusses about sanctions and its role as a foreign policy tool.[3] The author argues about interpreting targets' responses to sanctions based on two critical factors: pain and resolve. When sanctions have achieved maximum effectiveness that lies in the application of pain against a target, but targets may have significant resolve to resist, tolerate, or overcome this pain.[4] Also, The author believes that sanctions have achieved maximum effectiveness resulted Joint Comprehensive Plan of Action.[5]

Richard Nephew is an adjunct professor and senior research scholar and program director at Columbia University’s Center on Global Energy Policy since 1 February 2015. He also was serving as the lead sanctions expert for the U.S. team negotiating with Iran between August 2013 to December 2014.[4][3][1] The book has used as a guideline among the high level U.S. politicians, since it has been published.[5][6][2] His book translated to Persian in Iran in mid 2018.[6]

Governments, international organizations and nations are increasingly considering to use sanctions as a foreign policy tool for achieving their goals today. Sanctions will lose their efficiency, in other words changing behavior of the target, if they're used without a clear strategy. Richard Nephew offers a series of act that can improve the sanctions efficiency, such as a practical framework for planning and applying the sanctions.[7] Nephew's work looks more important than other perior books which written about this subject. He has not described some theoreticals or academic viewpoint in his book, instead he shares his knowledges and experiences which he has earned because of his special position in designing Iranian's sanctions.[5][6][2]

The author introduced the sanction as a strategic tool, not technical, in the U.S. foreign policy department and also explained the sanctions as an art that its efficacy depend to decision maker's creativity and their manipulation of using the economic, social and political tools as the sanction's tools. Nephew shows how, while many usual goods are prohibited to export to the target country during the sanction regime, by exporting of luxury goods can destruct the social's sense. For example, the rise in chicken prices in Iran, a subject that has not sanctioned, increased the pressure of sanctions among Iranian, or exporting some goods to Iran evacuated the Iran's foreign currency reserves.[5][6][2]

The effectiveness of sanctions has doubted in some cases, and for achievement to the foreign policy aims, the policy makers must consider the role of business, industry and the tactics which used by targets to evade sanctions.[3] Pain and resolve are two key variables of the sanctions, and relationship between a target’s ability to resolve the pain and pressure of the sanctions is the most important factor for politicians.[4] Nephew believed that the efficacy of sanctions rely on the usage of pain against a target, while the target may have decide to resolve, resist or deactivate, this pain. Finding the role of pain and resolve is very important to using sanctions against a target both successfully and humanely. Considering these two critical factors, and finding their sensitivity during the sanctions course, help the policy makers or politicians to calibrate, eased or removed the sanction pressure, the sanctions regime for achieving their goals. He was a leader in the design and applying of sanctions against Iran and according to his lessons which learned from sanctions on both Iran and Iraq, he provides some options for effective and successful sanctions with a diplomatic approach.[7][4]
