I don't think it's consequential to specify if his mother was peruvian or not, as she was from a long line of spanish settlers in the area, mostly in Chile, all the way back to the 15th century. You can follow this trail in Genealogy websites e.g https://www.geni.com/people/Maria-De-Ecija-Quiroga/6000000001687317199 a great grandmother. Not to diss any peruvians, but I just don't think it´s relevant to the article, and it may be more precise to specify he was "criollo" rather than mestizo which would have significantly lowered his social status.
