Looking at the tournament column in these similar charts, this is how we were told to do things to meet accessibility guidelines:

Below, we were specifically told not to do it this way by WP:accessibility and confirmed by people with screen readers. Do not put those exclamation points anywhere but the top row of tables since the header exclamation symbol should be located at the top of tables and mess with some screen readers if placed elsewhere. We changed all our tables because of this.

So does using the "scope" parameter void what we were told in the past about use of the exclamation point? You'll note also that the background grey color in the charts is different when you use and exclamation point.
