Keep per WP:POLOUTCOMES. In rare cases (see Jason West), a small town mayor can be notable, but there has to be significant and more than merely routine coverage outside of the local media. In this case, the stub already has three references to the Times of India, a paper of record. The several controversies and pubLic issues involved means that this person is not just "local interest."
