Yes, you are right that the official papers list him as Vazirov. But he is known now (130 years after his birth) mostly by his pen name and the extensive Fund held at the Manuscripts Institute in Baku is known as Yusif Vazir Chamanzaminli.

Perhaps the best way to include it in Wikipedia is to list him under "V" - "Vazirov" but to add parenthesis around "Chamanzaminli" Yusif Vazirov (pen name, Chamanzaminli). In the description of the Third Plenum in 1937 of the Azerbaijan Writers' Union, newspapers often referred to him by the name Yusif Vazir Chamanzaminli. Yusif Vazir Chamanzaminli would have been a political prisoner under the name of Yusif Vazirov.
