Sorry, what? "No military rank"? Please read folloving article. "Serdyukov graduated from Leningrad Institute of Soviet Trade in 1984 with a degree in economics. From 1984 to 1985 he served in the Soviet Army" From enlish wiki.

From russian wiki: "В 1984—1985 годах проходил срочную службу в ВС СССР, позже окончил офицерские курсы и был уволен офицером запаса." I translte: "In 84\85 surved in Soviet Army, after this - studing on officer curses. After arme - officer"(as I know - leithenant).
