Separate article totally not needed

There are no space or length concerns at List of tollways in Texas, and there wasn't additional content added to this article. I have merged it back to keep the topic in one place, and to keep the names of the various authorities with their abbreviations in the text of the list article. Also, but this article was mis-titled and mis-scoped. The title is not a proper noun unto itself, so it should have been titled "Toll road authority", and that generic of a title applies to more than just Texas with things like the Illinois State Toll Highway Authority.
