Removal of merge template and article rename

There was a suggestion that this article be merged with List of airports in Washington. They are actually two different lists. The List of airports in Washington is a list of ALL of the airports, regardless of the owner. This list is a list of airports owned by the State of Washington. I renamed the article to clarify the difference.
