Merger proposal

I propose that University Reform Act 1854 be merged into Oxford University Act 1854. Both articles are about the same act of parliament ( 17 & 18 Vict c81 ) - the short title of the act is "Oxford University Act". See also ~~WP:RD/M~~ WP:RD/H#Oxford University reforms 1854.
