Time conflicts

In the article, it says that he was a local councilman from 1990 to 1998, and in the next sentence, it says he was a Sejm member in 1997 to 2001. While my understanding of Polish politics is lacking, it seems odd to me that he could have held both jobs at once. If someone with more knowledge could look at this that would be great.
