Shiv Charan Mathur (February 14, 1926 – June 25, 2009) was governor of Assam, a leader of Indian National Congress party and former chief minister of Rajasthan state. He was chief minister of the state for two different periods. First time he became chief minister on July 14, 1981 and held that post until February 23, 1985. The second time he was chief minister between the period from January 20, 1988 to December 4, 1989. In 2003 he was elected as a MLA from Mandalgarh (Bhilwara).

Though he did not have mass appeal he could rise to top position with his unique skills and support from then congress party high command.

Until his death, he was the Governor of state of Assam in India.
