The Cagayan State University (abbreviated to CSU) is the second largest state institution of higher learning in the Cagayan Valley Region, in terms of enrollment and number of curricular program offerings. The University was established through Presidential Decree 1436, later amended by Republic Act 8292 by the integration of all publicly supported higher education institutions in the province of Cagayan.
The university is composed of eight(8) campuses in the growth areas in the three congressional districts of Cagayan; the Aparri, Lal-Lo and Gonzaga campuses in the 1st District; the Piat, Lasam and Sanchez-Mira campuses in the 2nd District; and in the 3rd District, the Caritan and Carig campuses in Tuguegarao City. Each campus is headed by an Executive Officer (CEO), equivalent to the Chancellor of the University of the Philippines except in the campuses of Tuguegarao City where the University President concurrently acts as the CEO. The seat of governance of the university is at the Andrews Campus, where the central administration holds office.
The university offers courses in liberal arts, social sciences, law, medicine and allied professions, business and economics, natural sciences, engineering, technology, agriculture and fisheries and teaching, among others. It offers the most graduate and undergraduate courses of all the universities in the province of Cagayan.
In March 2004, Dr. Roger P.Perez, former executive director of the Commission on Higher Education (CHED), a native of Tuguegarao City, was elected by the CSU Board of Regents to serve as the CSU System's third president, starting March 16, 2004.
Upon Dr. Perez's assumption of the university presidency, he reformed the way the university is run. He embarked on infrastructure programs, financed through internally-generated income. He made available development courses free to all students who wish to pursue them. And as the majority of the university's students come from the marginalized sector of the province, Perez made funds available for them through the CSU Kaagapay Scholarship Program, a form of Student Grant-in-Aid.
Organization
The CSU System is governed by the CSU Board of Regents (BOR), which is the highest policy-making body of the University.

Students
There are around 10,400 college students in the university. Approximately 600 are graduate students while the rest are undergraduates. There are approximately 10,000 freshmen admitted every year while about 20,000 graduate.

- Rodeo Club Philippines - a college based student organization exclusively for veterinary medicine students.
- Tau Gamma Phi - Tau Gamma Phi International (Philippines), Inc. is a non-profit organization. The purpose of this fraternity/sorority is to assemble college students in a national service fraternity/sorority in the fellowship of principles derived from the Scout Oath and Law of the Boy Scouts; to develop leadership, to promote friendship and to provide service to humanity; and to further freedom that is our national, educational and intellectual heritage.
Culture, sports and traditions
It is the only university (Tuguegarao Campuses) that has its own extensive system of jeepney transportation owing to its geographic location. Alongside the use of Jeepney is the use of tricycles.

CSU is a member of the Philippine Association of State Universities and Colleges (PASUC) and its athletic Association, the State Colleges and Universities Athletic Association (SCUAA) and participates in all events. The CSU Maroons.
