North Korea's signing of Geneva Protocol/non-use of Chemical Weapons

"North Korea has not signed the chemical weapon treaties, so the warheads could be filled with chemical, biological, or nuclear material."

This material is not referenced, and in fact, Wikipedia's own information on the Geneva Protocol indicates that North Korea has, in fact, ratified Geneva Protocol which bans the use of chemical weapons (albeit with several "retribution" withdrawal reservations.) According to Wikipedia, South Korea has withdrawn "as regards bacteriological and toxin agents." I'm not sure if the North could use these weapons on the South (without violating their commitment) based on the withdrawal, but as of now it seems to me to be "uncertain" at best.
