There is no evidence that the fictional character as a topic has significant coverage in reliable sources that are independent of the subject, so she does not not meet the general notability guideline. Also, without reliable secondary sources that give reception or significance to the fictional character, any article about her can only be a plot-only description of a fictional work and an indiscriminate collection of information.
