This photo illustrates the construction process, which is not repeatable. It shows the surroundings of the building prior to its transformation as described in the text: "The project was built on an old brewery and marshalling yard including the covering of the Luxembourg railway station to form a pedestrian area." So, removing this non-replaceable image prevents understanding how was the terrain described in the text prior to its construction, and is thus consistent with WP:NFCC#8 and WP:NFCC#1; a current image does not serve the same purpose. Note that the file has been overwritten and that there are two images under the same file name.
