Hung Tsi-yung (born December 20, 1982 in Taichung City, Taiwan) is a Taiwanese politician. She is the incumbent member of the New Power Party (NPP), and the party's legislative candidate in 2016.

Career

Before 2013

Hung Tsi-yung ranked 5th of seven children in in her original family, she had four elder sister, and she has been adopted by her parents. Hung Chung-chiu, her little brother has been adopted too. They are difference for 7 years, but they still keeping the deep feelings.

She was graduation at the National Kaohsiung First University of Science and Technology for Marketing Management. When the Death of Hung Chung-chiu, she was in the position for the Planning Officer of the Double Green Technology, Ltd (遠綠資訊科技股份有限公司)[1][2].

Death of Hung Chung-chiu

For Politics

In 2014, she decided support the candicates of Democratic Progressive Party[5]. In the night of November 28, she stand side by Lin Chia-lung, the candidate of Mayor of Taichung City. One more night, Lin elected the position[6].

On January 2015, DPP support Hung Tsi-yung advance to Candidate of the Legislative Yuan of Taiwan from Taichung's 3rd district as Independent[7]; In January 23, New Power Party founded, she attended the party convention, but she did not join the party, and she said she does not want to political[8]. However, in February 24, she changed her idea, and she advancing to Candidate of the Legislative Yuan of Taiwan from Taichung's 3rd district as New Power Party[9].

The current Member of the Legislative Yuan of Taiwan from Taichung's 3rd district is Yang Chiong-ing as KMT. DPP lost too much in this district at last election, so they retreat from this district, and support Hung as NPP[2][10], In Semptember 3, Tsai Ing-wen, the President of Taiwan and the Chairperson of DPP stand side by Hung Tsi-yung, she said Hung is the best candidate between DPP and NPP at this district[11]. Yang was Member of Legislative over 25 years, but Hung was flash, so KMT think they will still win at this district[2]. But, when the Death of Hung Chung-chiu, the Hung family had to seek assistance from Yang, but Yang did not give the fully echo, so the competition two quite will be Sexuality[12].

2016年立委選舉

Hung Tsi-young is Candidate of the Legislative Yuan of Taiwan from Taichung's 3rd district as New Power Party.2016年初立委選舉，洪慈庸與代表政黨時代力量參選台中市第三選區區域立委[13]。

政見及重要議題立場

洪慈庸在死刑存廢議題上曾表示「絕對無法支持死刑」。儘管引起輿論抨擊，但洪慈庸認為若因此不思考則形同政客。洪慈庸認為死刑存廢議題需從犯罪預防的反省、檢警調辦案的程序正義問題、司法審判的責任是否受到充分監督、監所人權與更生政策的改善，被害人（含家屬）的修復式司法等措施各方面，針對刑事司法政策做全面檢討[14][15]。

政黨政治部分，洪慈庸認為兩黨惡鬥為民眾所厭惡，政黨輪替不能滿足民眾對改革的期待，若非不再有協商和密室會議，否則政黨輪替沒有意義。她提出的政治改革的政見有政黨改革、促進軍中人權、國會透明化和下修罷免法門檻。[16]設立國會電視台，播放一些民主教育課程，讓人民知道自己的權利。

教育議題上，洪慈庸曾聲援2015年的反黑箱課綱運動[17]，也曾在向國民黨總統參選人洪秀柱提問當中，洪慈庸指出學習過程所受的教育中，多少由黨國史觀所建構的中國史地、鮮少台灣本土史地，並要求洪秀柱對相關問題的立場做表態[18]。

勞工政策部分，洪慈庸的主張基本工資的制定標準，應立《基本工資法》使之透明化；工會團體的部分，則透過《勞動基準法》和「勞動三法（《工會法》、《團體協約法》及《勞資爭議處理法》）」的修正，強化協約協商功能。另外針對派遣勞工的運用，她也呼籲公部門應帶頭全面禁止[19]。

競選重要事件

2015年5月10日，洪慈庸首次以立委參選人身分掃街拜票[20]。2015年8月31日，台北市長柯文哲陪同輔選，並在過程中稱讚洪在洪文丘事件過程中表現優異「如果不是洪慈庸，不會有廿萬大軍走上街頭」、「洪能冷靜面對排山倒海的壓力，『比我還厲害』」。[21]
