Request reason:

Caught by a web host block but this host or IP is not a web host. The block itself is correct, but the IP 80.90.193.161 is used for office traffic. 80.90.193.161 (talk) 08:33, 30 September 2016 (UTC)[reply]

Decline reason:

Procedural decline. Individual IPs within a range cannot be unblocked. The only way that you will be able to edit Wikipedia is to either edit from a range that is not currently blocked or request an account be created for you via the account creation request form. As the range is blocked to all edits on the English Wikipedia, both anonymous and logged-in, you will also need to request an IP block exemption when requesting the new account. The best way to ensure that you will be granted such an exemption is to edit other Wikimedia projects to establish yourself as a trusted user. A list of such projects can be found here. If you want to make any further unblock requests, please read the guide to appealing blocks first, then use the {{unblock}} template again. If you make too many unconvincing or disruptive unblock requests, you may be prevented from editing this page until your block has expired. Do not remove this unblock review while you are blocked.

Sounds like a poorly implemented blocking system to me, but you work with what you've got I suppose. Looks like I wont be making any more changes.
