There's no question that the account is a sock of JamesKofi1959. Looking at this diff as well as this one, both users add the same grammatical errors and exact phrases, including: "had before then served in different positions in government", "Fifi Kwetey, describes himself as an eternal student of the school of Life", "Passion, Principles, Personal Responsibility and a Positive Mental Attitude, Fifi believes, are critical prerequisites which unleash individual creativity and potential and enable each of us to make our contribution towards the attainment of a healthy family, a thriving community, a great country and a happy human society", and many others. WikiDan61 - Good call. Thanks for pointing that thought and possibility out to me. Given the context as a whole, I still believe that this connection is due to sock puppetry, though it's good to note and keep in mind that there may be other factors (like COPYVIO) that can explain commonalities like this in other cases...
