Ramjets vs pulsejets?

It says that since pulsejets needed to be launched before the engines would work it defeated the purpose of low cost and simplicity, so they went to a ramjet: that makes no sense, because a ramjet has to have high speed airflow around it to work, just like a pulsejet.
