The block quote describes the initial response by Gladstone and various ministers regarding the report and does not "tell the tale" a different way than the prior, more succinctly written paragraph on the report's implementation. It's an interesting source but it doesn't add to the entry and it doesn't substantially nuance the prior paragraph. undo
