I'm not sure if it's triggered if threading isn't enabled, it's disabled by default. Julia has the ccall keyword, to call C libraries, or libraries with such an interface, so having interop in the lead is justified. I previously mentioned the keyword in the lead, that may be too detailed, someone took it out. In theory any language can call Julia, e.g. done with Jluna package for C++, and I don't know of any issues from C++. The docs mentions GUI, it's meant for GUI apps, but I believe can be used for non-GUI too, i.e. just to package arbitrary Julia programs for all of Julia's supported platforms. It's complimentary to PackageCompiler.jl which can hide source code. Both can be used together, at least theoretically, if not already. I thought 1.10 was the plan, but it's 1.10.0-rc3 apparently next. That's label PR isn't strictly merged yet so rc3 has not been announced, but the branch can be downloaded as source and used.
