Regarding the inclusion of "Tom" in the first sentence of this entry, we're reading the same guideline and the same paragraph - just different parts of it, and we're interpreting it to apply to different situations. My point comes from the first sentence of the paragraph: "The name of a person is presented in full if known, including any given names that are not included in the article's title or are abbreviated there." The given name Tom is explicitly stated in the article title, so it's unnecessary.
