It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve. Hi! Even though those subpages were under the User:Cipher name, that was my old username - I'd forgotten they existed, which is why they weren't moved. If you click that user link now, you should be redirected to my current userpage, which should hopefully be proof that these were my subpages many moons ago. Hope that helps!
