Promotion and relegation
No relegation has occurred as league continued to expand. At the end of the season, the winner and runner-up of the Regional League promotion series, Template:Fb team Express Tokyo and Template:Fb team YKK were promoted automatically. In addition, Template:Fb team NTT West, Template:Fb team SC Tottori and Template:Fb team Ehime FC were included by JFA recommendation.
