Zahray-ye Bala Rural District (Persian: دهستان زهرائ بالا) is a rural district (dehestan) in the Central District of Buin Zahra County, Qazvin Province, Iran. At the 2006 census, its population was 14,228, in 3,599 families.[1] The rural district has 39 villages.
