Template:Spanish name Arturo Brizio Carter (born March 9, 1956). Is a former football (soccer) referee from Mexico. He is mostly known for supervising six matches in the FIFA World Cup. Three in both 1994 and 1998. He gave seven red cards (which was a record at the time) and 29 yellow cards in those six matches.
