Chen Yeong-kang (Chinese: 陳永康; pinyin: Chén Yǒngkāng) is a military personnel of the Republic of China (Taiwan). He was the 5th Commander of the Republic of China Navy (ROCN) since 1 August 2013 until 30 January 2015.[3] On 17 March 2015, he was interviewed by Proceedings of the United States Naval Institute, and told them that the Republic of China Navy has a "3A plan" which means affordable, applicable and accountable[4]。
