Orenburzhie (Russian: Оренбуржье) is a special economic zone of an industrial and production type located in cities of Orenburg and Orsk of the Orenburg region. The 100% shareholder of the management company of JSC SEZ Orenburzhie is the Government of Orenburg Region. As of April 2024, 15 companies have acquired resident status of the SEZ. In the nearest future, residents will create more than 15 thousand jobs and invest about 43.8 billion rubles.

Concept of Special economic zone

According to Federal Law No. 116 "On Special Economic Zones" of Russia dated July 22, 2005, a special economic zone is a part of the territory of the Russian Federation, which is determined by the Government of the Russian Federation and in which a special regime for carrying out business activities applies, and and the customs procedure of a free trade zone can also be applied. Special economic zones of Russia are created for the purpose of developing manufacturing sectors of the economy, high-tech sectors of the economy, developing tourism, the health resort sector, port and transport infrastructure, developing technologies and commercializing their results, and producing new types of products.

History of the creation of the Orenburg SEZ

On September 27, 2021, the Government of the Russian Federation adopted Resolution No. 1616 on the creation of an industrial-production type SEZ "Orenburg" with a total area of ​​565 hectares in the territories of the Orenburg and Orsk districts of the Orenburg region. SEZ "Orenburg" became the first special economic zone in the Orenburg region.:[1]

On the territory of the Orenburg region there is a wide range of infrastructure that needs to be developed and promoted. To create infrastructure facilities of the SEZ "Orenburzhie", ensure the functioning and attract residents and other investors, the management company JSC "Special Economic Zone of Industrial and Production Type "Orenburzhie" was created.

The origins of the creation of SEZ "Orenburzhie" are the winners of the management competition "Leaders of Russia", who managed to gain experience in other SEZ neighboring regions and applied their knowledge in practice to create a new project. The management and development of SEZ "Orenburzhie" is carried out with the support of the Ministry of Economic Development of Russia, the Government of the Orenburg Region, the Administration of the city of Orenburg and the Administration of the city of Orsk.

The main goal of creating the Orenburg Region SEZ is to assist in the development of the economy of the Orenburg region and Russia as a whole by creating the most favorable conditions for the implementation of investment projects by Russian and international companies in the basic clusters of the economy[2]

Tax regime and benefits

SEZ "Orenburzhie" is a territory endowed with a special legal status and tax incentives to attract Russian and foreign investors. Residents carrying out industrial and production activities in the territory of the Orenburg SEZ receive a number of tax benefits:

  • exemption from property, transport and land taxes for a period of 10 years;
  • reduced income tax rate: the first 5 years - 2%, from 6 to 10 years - 7% and further until 2070 - 15.5%;
  • free customs zone, ensuring the import of foreign equipment and raw materials without paying customs duties and VAT;
  • application of accelerated depreciation, establishing an increasing coefficient, to fixed assets.

The Orenburg SEZ operates under the "free customs zone" procedure. Foreign goods imported into the territory of special economic zones are placed and used without paying import customs duties, VAT, and without applying non-tariff regulation measures. Machinery, components and equipment necessary for production are not subject to customs duties, which has a positive effect on the financial performance of SEZ residents.

SEZ residents (owners of real estate objects created by them) are given the right to purchase land plots located under the specified objects, and preferential tariffs for the sale of real estate can also be established.

Infrastructure

In accordance with the Land Code of the Russian Federation and Federal Law-116, the lands of the Orenburg SEZ belong to the category of lands of industry, transport, energy, communications, radio broadcasting, television, computer science, lands for space activities, defense, security and other special purposes. The total area of ​​SEZ "Orenburzhie" is 565 hectares (Orenburg and Orsk).[3][4]

Utility networks

Electricity, gas, water, sewerage and telecommunications networks. All utility networks are carried out to the resident's site. Construction of utility networks on the resident's site is carried out at the expense of the resident. The required electricity capacity and water supply volumes are provided in accordance with the resident's application.

A gas supply pipeline with a pressure of 1.2 MPa runs on the territory of the industrial site of the Orenburg SEZ. Available capacity is 15 thousand m³/hour.

Connection of resident companies of SEZ "Orenburzhie" to energy networks is carried out free of charge. All costs for this service are borne by the management company JSC SEZ "Orenburzhie".

On the territory of the Orenburg region industrial site there is a modern communication system that provides high-quality local, long-distance and international telephone communications, including satellite, e-mail services, and Internet access.

Logistics

The Orenburg region has a favorable transport and logistics location, being equidistant from the regions of Central Siberia, Southern Russia and Central Asia. The Orenburg region is also a transit point in the largest transport corridor Europe-Western China ("New Silk Road").

Main transport corridors

The region's transit potential is high: more than 180 thousand trucks pass through the Orenburg section of the Russian-Kazakh border annually. SEZ "Orenburzhie" is located in close proximity to federal highways, and a railway runs through the Orenburg and Orsk sites; the nearest river port is 400 km away - in Samara.

Management company

Joint Stock Company Special Economic Zone "Orenburzhie", 100 percent of the shares (shares) of which are state owned by the Orenburg Region, is the management company of the SEZ "Orenburzhie".

On the territory of the Orenburg SEZ there is a "one-window" system for supporting investment projects. The SEZ team provides legal, organizational, and informational assistance at all stages of the project. The main goals of implementing the "one window" principle are:

  • search for a site for project implementation;
  • business plan development;
  • business registration;
  • simplification of procedures for obtaining services and reducing the time for their provision;
  • unification and automation of administrative procedures for the provision of services in the SEZ;
  • consultation on the use of tax benefits;
  • assistance in organizing construction.

SEZ "Orenburzhie" practices a transparent system of working with investors at every stage of the investment project. After registering in the Personal Account on the website, the investor can track the implementation of his project from the application to the final documents.

Process of obtaining resident status

An applicant for SEZ resident status submits documents to JSC SEZ "Orenburzhie". Next, the investment project is submitted for consideration to the Expert Council of SEZ "Orenburzhie". The council includes experts from various industries, as well as representatives of the Ministry of Economic Development of the Russian Federation, executive authorities of the Orenburg region, and representatives of JSC SEZ "Orenburzhie".
