There seems to be confusion in the Intergovernmental Conference page. The Convention on the Future of Europe was not an IGC. It was a convention which provided a draft for the IGC. Upon examination of the Treaty establishing a Constitution for Europe I found that most of the discussion is about the substance of the treaty (that is to say legal contents). Therefore I believe it necessary to include said page.
