Here is the quote which is reflective of this image and meets the upload criteria:
What are the limited conditions?
In general, non-free content uploaded under the Exemption Doctrine should be used only when the specific image itself is significant to the article, not merely what it depicts. The image must be not replaceable by a free content alternative that depicts the same thing.
In other words, a screenshot from a movie is acceptable to use when talking about the movie itself — it is not acceptable to use it to talk about the actress who happens to be in the picture. (It is possible for a free content picture of the actress to be taken.)

- I honestly can't tell if you understand our fair use policy or not. Photographs of living people cannot be placed under fair use except under exceptional circumstances. Here, look at our policy on the matter: WP:NFC#UUI. It is literally #1 on the list of things that you can't do. --Majora (talk) 21:05, 27 October 2016 (UTC)[reply]
- If I were to forcefully assert "fair use policy" on every available pic, I would have inserted pics for Ghulam Rasool (Telugu journalist), Ayesha Miran rape case, Hank Pellissier, etc which I wrote. But I didn't, because none fits. Only this was pic was inserted because it was part of a poster. Rest, let admins decide whether they want the pic or prefer to go without it, considering that this pic is actually part of a tourism board poster and also the very reason which made Sintra notable from other models. --Muzammil (talk) 07:05, 28 October 2016 (UTC)[reply]
- So the answer is no then? Before you upload any additional photos under fair use you need to read both WP:NFCC and WP:NFC#Unacceptable use. If you choose to ignore these policies and upload invalid fair use files you will be uploading copyright violations (per our policy) and your editing privileges will be revoked. --Majora (talk) 20:39, 28 October 2016 (UTC)[reply]
