Lieutenant General Dr.Konsam Himalay Singh PVSM, UYSM, AVSM, YSM is a former Lieutenant General of the Indian Army. He is the first from the North-East India to achieve the rank of Lieutenant General in the Indian army[1]. He is first Defence Officer from Manipur to achieve the rank of Brigadier[2] and Major General[3]. He is currently the Chairman of Manipur Public Service Commission.[4][5][6][7]. He is also member of the Consultative Committee of Manipur Government on Naga Peace Talks[8].
Early life and education
Singh was born in Charangpat village in Thoubal district, Manipur, and had his early education in schools there. In 1968, he joined the Sainik School Goalpara in Assam. Singh joined the prestigious National Defence Academy in 1974, and received his Bachelor's degree from that institution.[9] He holds a Master's degree in Defence Studies, and an MPhil degree in Strategic Studies from Madras University. Additionally, he has completed a postgraduate degree in Management studies, from Osmania University, Hyderabad, with distinction.[6] He earned Doctor of Philosophy(PhD) from Central University of Jammu in March 2018.
Military career
Singh was commissioned into the 2nd battalion of the Rajput Regiment in 1978. During the Kargil War, when he held the rank of Colonel, he commanded the 27th Battalion, The Rajput Regiment in action in Siachen Glacier and Battle of Point 5770 during the Kargil Conflict in 1999, for which he was awarded the Yudh Seva Medal. He later served as a battalion commander at his alma mater, the National Defence Academy. Singh is a keen mountaineer and took part in the Kanchenjunga expedition, 1987. He has been awarded the Chief of Army Staff's commendation card three times during his career.[10] The general officer is a graduate of the Defence Services Staff College, Wellington, and the National Defence College, New Delhi. the General Officer is also recipient of Param Vishisht Seva Medal, Uttam Yudh Seva Medal and Ati Vishisht Seva Medal.
Major General Himalay Singh of Manipur has been promoted to the rank of Lt General, becoming the first person from the North East to hold the post. Col SD Goswami, defence spokesperson, Ministry of Defence said that Konsam Himalay Singh hails from Charangpat, Thoubal district of Manipur.[11]
Maj Gen Himalay Singh has held varied Commands, Staff and Instructional appointments during his career so far. He has vast operational experience in Counter Insurgency (CI) Operations in Jammu and Kashmir (J& K ) where he served five tenures in the last 35 years and four tenures in North East which included Counter Insurgency Operations in LOC(Line of Control), LAC (Line of Actual Control) and HAA (High Altitude Area) environments. He commanded 27 RAJPUT in Siachen Glacier from 1998 to 2000.[12] He was the commandant of Infantry School, Mhow after being the General Officer Commanding (GOC) of XVI Corps (Nagrota). Before that, he was posted with the Military Secretary's branch at Army Headquarters, New Delhi.[7]
Personal life
Singh is the son of K. Ibopishak Singh and is married to a physician working with the Central Government Health Service, Delhi, as a Chief Medical Officer. The couple have two daughters.[10]
